Repeatedly sending to bad email addresses is often seen as an indication of poor list hygiene and is a common practice for spammers. Doing so can affect your deliverability to many ISPs. A subscriber who hard bounces is marked as Held and suppressed from future mailings as way to maintain high deliverability.
